The ruler is always chosen by the people: if this is not a vote, then it is tacit consent. Not a single action of the ruler takes place without the approval of the people: the people always overthrow rulers for objectionable actions. Therefore, all decisions about wars and repression or freedom and prosperity are made only by the people themselves.
